Dada a influência da Indústria da Pasta e Papel na economia portuguesa, esta indústria acumula, em parte, a responsabilidade de preservar a floresta como fonte de bem-estar social, ambiental e de identidade nacional, mas também como recurso económico que pode gerar crescimento e desenvolvimento. Analisar o nível de competitividade da indústria permite compreender o papel que esta desempenha não só como impulsionadora da economia a nível nacional, como também da sua relevância no mercado internacional. O foco na competitividade internacional é especialmente importante dado que, dispondo da possibilidade de comparar a performance e nível de inovação das indústrias entre diferentes países, leva a que esta seja utilizada para ampliar horizontes como instrumento de progresso. Portugal é aqui comparado a um país de referência através de cinco indicadores quantitativos (nomeadamente indicadores de quota de mercado, balança comercial e proporção de exportações) e um indicador qualitativo (Modelo Generalisado do Duplo Diamante de Moon), com vista a determinar o seu nível de competitividade internacional, ao nível da União Europeia. As conclusões confirmam a subjetitivade do conceito de competitividade, contudo permitem definir traços gerais de competitividade, assim como o perfil competitivo da indústria no país, e também obter uma noção ampla dos atributos que merecem mais foco.

Given the influence of the Pulp and Paper Industry on the Portuguese economy, this industry is partly responsible for preserving the forest as a source of social and environmental well-being and national identity, but also as an economic resource that can generate growth and development. Analysing the level of competitiveness of the industry allows to understand the role it plays not only as a driver of the economy at a national level, but also its relevance in the international market. The focus on International Competitiveness is especially important considering that, having the possibility of comparing the performance and level of innovation of industries between different countries, it can be used to broaden horizons and as an instrument of progress. Portugal is compared here to a reference country through five quantitative indicators (namely indicators of market share, trade balance and export proportion) and a qualitative indicator (Moon's Generalised Double Diamond Model), with a view to determining its level of International Competitiveness, at the European Union level. The findings confirm the subjectiveness of the concept, however, they allow us to define general features of competitiveness, as well as the competitive profile of the industry in the country, and also obtain a broad understanding of the attributes that deserve more focus.
