O objetivo geral deste estudo centra-se na problemática da relação jurídica de emprego público dos trabalhadores com funções policiais e almeja precisar e compreender o modo de ligação entre a Polícia de Segurança Pública e a própria Administração Pública. A investigação efetuou-se a partir de entrevistas a atores envolvidos no processo de elaboração e discussão do Estatuto de pessoal desta Força de Segurança, obedecendo a um conjunto de parâmetros previamente definidos. Para a recolha dos dados, utilizámos a técnica da entrevista semiestruturada, com os dados recolhidos sujeitos a análise de conteúdo. As conclusões do estudo demonstraram que os trabalhadores com funções policiais não devem ser considerados de modo idêntico aos restantes trabalhadores devido à especificidade da sua missão. A restrição de direitos, o aumento de deveres, as incompatibilidades de funções e a exigência do próprio serviço assumem-se como dados justificativos da diferença. Em síntese, os entrevistados reconheceram a importância de que, numa época de generalização do contrato de trabalho em funções públicas, advinda da redução do aparelho do Estado, os trabalhadores com funções policiais devem manter o vínculo jurídico de nomeação, devendo o mesmo ser regulado segundo regras próprias, respeitadoras da especificidade do trabalho que realizam

The general purpose of this study lies on the problematics of the legal relationship of public employment of the workers with police duties and seeks to specify and understand the link between the Police (Polícia de Segurança Pública) and the public administration itself. The investigation was carried out by interviews to actors involved in the preparation and discussion process of the Police Staff's statute, which took into account a whole group of parameters previously defined. In order to collect the data, we used the semi-structured interview technic, which analysed the content of the collected data. The study's conclusions demonstrate that workers with public employment should not be considered equal to the rest of the workers due to their missions's specificity. The right's restriction and the duties increase, as well as the functions incompatibilities and the work's demanding are justifiable data of this difference. In short, the interviewed people admitted the importance resulting from the decrease of the State in this time, which generalizes the public functions labor contract. They recognize that workers with police duties should keep the nomination's legal bond, being this adjusted within its own rules which respect their work's specificity
