Este estudo é realizado como requisito parcial para a obtenção do grau de mestre em Desenvolvimento, Diversidades Locais e Desafios Mundiais – Análise e Gestão. O objectivo desta investigação é analisar e compreender os contributos que as associações de desenvolvimento local dão aos processos de desenvolvimento em áreas rurais de baixa densidade. Neste sentido, o estudo é enquadrado por um quadro conceptual em torno dos diferentes conceitos de desenvolvimento, em particular do conceito de desenvolvimento local e consubstanciado numa experiência empírica. Especificamente, o estudo pretende analisar qual o contributo da ADPM no processo de desenvolvimento de Mértola através da análise de coerência entre a sua intervenção e o conceito de desenvolvimento local. O modelo de análise seguiu como referência teórica o conceito de desenvolvimento local definido por Roque Amaro, o qual considera que existem dez elementos que se constituem como os princípios estratégicos e orientadores e, que devem estar presentes nas diversas iniciativas, para que seja possível falar de desenvolvimento local. O trabalho de pesquisa foi suportado pelo método qualitativo e quantitativo, recorrendo a diferentes técnicas de recolha de dados: pesquisa documental, observação participante, inquéritos por entrevista e questionário. A análise realizada permitiu responder ao objectivo definido e confirmar as hipóteses de que a intervenção da ADPM é coerente com o conceito de desenvolvimento local, uma vez que utiliza e respeita os princípios enunciados no conceito e demonstra resultados que respondem às necessidades do território e da população, revelando-se, assim, como um factor de grande importância na promoção de desenvolvimento local.

This study is carried out as partial requisite to achieve the master's degree in Development, Local Diversities and Global Challenges – Analysis and Management. The main objective of this investigation is to analyse and understand the contributions that associations of local development give onto the processes of development in low density of rural areas. Therefore, the study is perform in a conceptual framework around several concepts of development, namely in the concept of local development and consolidated in an empirical experience. Specifically, this study intends to analyse the contributions of ADPM in the process of Mértola’s development, through the analysis of coherence between its intervention and the concept of local development. The theoretical reference of the analysis model was the concept of local development defined by Roque Amaro, who defines that there are ten elements that are constituted as the strategic and advisors principles which must be present in the different initiatives, to make it possible to talk about local development. The work of investigation was supported by the qualitative and quantitative method, using different techniques of gathering data: documentary investigation, participant observation, inquiries by interview and questionnaire. The analysis allowed to answer the defined objective and to confirm the hypotheses of which the intervention of ADPM is coherent with the concept of local development, because it uses and respects the principles expressed in the concept and demonstrates results that respond to the needs of the territory and of the population, revealing itself, as a factor of great importance in the promotion of local development.
