As disparidades de desenvolvimento económico-social, têm sido uma realidade bem evidente ao longo da história de Portugal. As sucessivas tentativas em as colmatar têm por diversas vezes apresentado resultados insatisfatórios. O problema persiste, em várias regiões do país, nas quais se inclui o Interior, vítima do progresso desigual. Embora exista discórdia sobre que caminho tomar para atingir o pleno desenvolvimento regional e local, a atracção de investimentos é usualmente vista como uma prioridade e um elemento essencial na evolução económica de uma região. Esta dissertação ao se sustentar nos estudos de Michael E. Porter (1947 e 1990), pretende estudar o caso específico do investimento avultado realizado pela Portugal Telecom, na instalação de um Data Center na Covilhã, procurando dessa forma, identificar e traçar o caminho para que uma cidade do Interior de Portugal, possa conseguir atrair investimentos e assim usufruir de pleno progresso. Para que tal aconteça, a região tem de se diferenciar e explorar correctamente as suas próprias potencialidades e apostar na criação de novos motivos de diferenciação e de ganhos de competitividade regional. Desta forma, uma cidade do interior para atrair investimentos deverá possuir autonomia do poder local e instituições consolidadas; saber aproveitar a manifestação de forças endógenas, a sua posição geográfica e os seus recursos naturais; apostar na inovação, tecnologia e capital humano e ainda estabelecer estratégias a longo prazo.

The disparities in social and economic development, have been an over evident reality all along the Portuguese History. The successive attempts to diminish those disparities have repeatedly been unsatisfactory (or have repeatedly failed). The problem persists, in several parts of the country, namely in the Interior zone, victim of an unequal progress. Although there is no consensus in what comes to how to attain full regional and local development, the captivation of investment is usually seen as a priority and an essential element in economic growth. This dissertation, being based on the studies conducted by Michael E. Porter (1947-1990), claims to study the specific case of a substantial investment made by Portugal Telecom, when installing a Data Center in Covilhã, trying this way to identify and clarif y how a town in the Portuguese Interior can attract investments and enjoy full progress. In order to make it happen, the region has to bring forward a positive differentiation, learn how to explore its own potentialities and venture in gaining regional competitiveness. To attract the so desired investment, towns in the interior must: enjoy from the autonomy of the local power and from consolidated institutions; learn how to take advantage of the endogenous forces in presence and of its geographical position and natural resources; invest in innovation, technology and human capital and it must certainly define long term strategies.
