Com o objetivo de explorar as variáveis inerentes à eficácia do trabalho efetuado pelas CPCJ, foi elaborado um estudo misto, por forma a aferir quais as relações que lhe estariam inerentes, aquando da aplicação da Medida de Promoção e Proteção: Apoio junto dos Pais. Derivada da escassez de estudos levados a cabo nesta área de avaliação, tanto a nível Nacional como Internacional, este estudo assume-se como uma análise pioneira de avaliação da eficácia destas intervenções que, permitindo um olhar mais focado nas componentes que constituem a praxis da medida, nos cede diretivas para quais estarão mais relacionadas com uma intervenção eficaz. O principal objetivo do estudo foi, primeiramente, aferir que tipo de fatores favorecem ou inibem a eficácia do apoio oferecido aos pais, pela aplicação da medida de promoção e proteção descrita no artigo 39º da Lei de Proteção de Crianças e Jovens em Perigo, enquanto, em segundo lugar, se impunha conhecer e identificar as componentes que a constituem, nas quais se materializa a medida, e que relações existirão entre elas e a eficácia da intervenção. Foram, então, analisados 80 acordos de promoção e proteção de processos trabalhados pela CPCJ da Amadora, dos quais 40 foram arquivados e 40 remetidos para tribunal, por ineficácia da medida. Verificou-se que não existem diferenças significativas entre os processos arquivados e remetidos para tribunal, quanto às variáveis sociodemográficas; bem como entre os fatores (Segurança Físico-Emocional, Sócio-Educativo e de Cuidados Básicos) e as variáveis independentes (Duração da Medida e Conclusão do Processo).

With the purpose of exploring the variables concerning to the CPCJ work’s effectiveness, a qualitative and quantitative study was conducted to discern which relations were involved in it, when parents’ support measure was established. The shortage of studies developed in this particular area of Child Protection Commissions’ work, in both National and International fields, makes this investigation a pioneer analysis of effectiveness evaluation in this type of interventions. This work allows a more focused approach on the praxis components of this Promotion and Protection Measure, leading us to the ones that encourage with major or minor significance its effectiveness. The major goal of the study was, primarily, to gauge which type of factors benefit or suppress the parents’ support effectiveness, by the measure described in article 39º of Portuguese Child’s Protection Law application. Secondly, there was an urge of knowing and identifying the components that create it, and in which the measure materializes. We also aimed to know which relations existed between them and the effectiveness of the intervention. 80 promotion and protection settlements were analyzed taken by the Amadora’s Child Protection Commission, which 40 have been filed and 40 have been sent to court, due to the ineffectiveness of the applied measure. The study’s results showed there aren’t significant differences between closed cases and the ones sent to court, with respect to the sociodemographic variables; as well as between the factors established (Physical and Emotional Security, Social-Educative and Basic Care) and the independent variables (measure’s State and Duration).
