A presente dissertação insere-se no âmbito das pesquisas das instituições de microfinanças. Tendo como base o projeto de microcrédito do Gabinete de Apoio a Médias e Pequenas Empresas da ONG CITI-Habitat, no ativo desde 1996 na cidade da Praia, na ilha de Santiago em Cabo Verde. Desta forma, com este trabalho, propôs-se a elaboração dum plano de ação no período de 2017-2020 como suporte de apoio aos gestores e lideres. A aprovação da Lei n.º 83/VIII/2015, de 16 de janeiro de 2015, permitiu estabelecer um novo quadro jurídico para as atividades das microfinanças e respetivas instituições. Tendo como um dos elementos centrais, a institucionalização das Instituições de Microfinanças de natureza comercial, isto é, tornando-se em sociedades de capitais. Com base nessas asserções, o presente estudo procura explorar a institucionalização ou transformação das Instituições de Microfinanças - concebido para a inovação, reforço e dinamização deste setor, como instrumento da estratégia e erradicação da pobreza de uma forma sustentável e competitiva. A intenção é identificar quais os desafios e as condições de transformação de uma ONG (Projeto) em instituição especializada em microfinanças. Neste caso, adotou-se uma metodologia de natureza qualitativa, envolvendo a análise documental com recurso à técnica de entrevistas - semiestruturadas - dirigidas ao responsável e a gestora do Gabinete de Microcrédito da CITI-Habitat. Portanto, o estudo permitiu concluir que, igual modo, as Instituições de Microfinanças cabo-verdianas (especialmente, a CITI-Habitat) ainda não reúnem todas as condições necessárias para a sua transformação. Acredita-se que é possível e - desejável- a transformação do projeto em instituição especializada em microfinanças.

The following dissertation is part of the research of microfinance institutions. It is based on the Office for Support of Medium and Small Enterprises’ microcredit project which belongs to the NGO CITI-Habitat, active institution, since 1996, and located in the city of Praia, island of Santiago, in Cape Verde. This work proposes the elaboration of an action plan for the period of three years. From the year 2017, to 2020, as support to managers and leaders of the Microfinance Institutions. The approval of the Law n. º 83/VIII/2015, of January 16th, 2015, allowed to establish a new legal framework for the activities of microfinance and its institutions. Having as one of the central elements, the institutionalization of Microfinance Institutions, with commercial nature, that is, becoming capital companies. Based on these assertions, the present study try to explore the institutionalization or transformation of Microfinance Institutions - designed for innovation, strengthening and boosting this sector, as an instrument of strategy and eradication of poverty in a sustainable and competitive way. The intention is to identify the challenges and conditions of transformation of an NGO (Project) into an institution specializing in microfinance In this case, it was adopted a qualitative methodology, involving documentary analysis, using the interviews technique - semi-structured - directed to the President responsible and to the manager of CITI-Habitat’s Microcredit Office. Therefore, the study concluded that Cape Verdean Microfinance Institutions (as CITI-Habitat) don’t have the necessary conditions for their transformation yet, it is believed that it is possible - and desirable - to transform the Project into an institution specializing in microfinance.
