Educação e desenvolvimento: a formação superior de angolanos em Portugal e no Brasil

Os períodos colonial e pós-colonial deixaram marcas na trajetória educativa de Angola com repercussões na afirmação daquele país no cenário internacional e até regional o que tem levado, ao longo dos anos, à saída de estudantes angolanos para o exterior do país, em busca de melhores oportunidades educativas. Se durante o período da 1ª República essa saída contava com o apoio do Estado através da atribuição de bolsas de estudo, a partir da 2ª República, esse apoio passa a ser cada vez mais prestado pelas famílias que assumem a responsabilidade da prossecução das trajetórias educativas dos seus descendentes. Neste contexto, Portugal e Brasil surgem como países de destino para estes jovens que procuram mais e melhor formação. Pretendemos, com este estudo, analisar que condições políticas (protocolos de cooperação na área da educação) se estabeleceram nas últimas décadas entre Angola e estes países, o que levou à sua escolha pelos estudantes que desejaram prosseguir os estudos de nível superior, como se processou a sua permanência e inserção nessas sociedades de acolhimento, bem como quais os contextos de regresso a Angola depois de concluída essa formação. Em termos metodológicos, a pesquisa utiliza a metodologia qualitativa com recurso à observação direta e à técnica da entrevista para a recolha de dados e à análise de conteúdo. Os resultados esperados com a presente contribuição centram-se na análise e sistematização dos condicionalismos e potencialidades referentes aos processos de educação nos contextos em foco, visando contribuir, essencialmente, para o melhor entendimento quer das dinâmicas de formação nestes países quer das trajetórias face as ofertas formativas fora e dentro de Angola e das oportunidades que lhes são oferecidas aquando do seu regresso. Esse estudo visa ainda analisar o papel da pertença a redes sociais nas diferentes etapas deste processo de saída e regresso dos estudantes enquanto relações, de diversos tipos e intensidades, que contribuem para a construção de formas de independência social e cultural dentro e fora da academia, que se sobrepõem as próprios protocolos de cooperação celebrados entre os países.

The colonial and post-colonial periods in Angola produced a problematical legacy regarding their educational trajectory with implications for the international as well as the regional scenario, the most notable the departure of younger generations to study abroad in search of better educational opportunities. If during the period of the 1st Republic (1975-1991) that departure was facilitated by the financial support of the Angolan state through the attribution of scholarships, with the 2nd Republic (since 1991), this support has rather been provided by families, assuming the responsibility for the funding of the higher education of their descendants. In this context, Portugal and Brazil emerge as the two principal destinations for young people seeking to improve their level of education education. My research analysis focuses on the nature of the political conditions (cooperation protocols in education) that have been established over the last decades between Angola and these countries, which constituted the framework for students’ decision making on the continuation of their studies abroad at tertiary level. In addition, I also discuss their personal experiences in these countries and their integration into the host society, as well as the conditions and contexts in which they eventually returned to Angola after the completion of their training. This research is based upon qualitative methodology using direct observation and interviews for data gathering as well as the content analysis in order to analyze the information collected. The expected results from this research center upon the systematization and assessment of the constraints and potentials related to the acquisition of cognitive skills in the international contexts in question, aiming to contribute, to a better understanding of both the educational dynamics in these countries, taking into account the trajectories of these students and the educational offers inside and outside of Angola, as well as the opportunities offered to them after their return to their home country. Finally, I also analyze the role of social networks in the different stages, i.e. departure and return of these Angolan students.
