A Rede Nacional de Teatros e Cineteatros e a Rede Municipal de Espaços Culturais foram lançadas em 1999 por iniciativa governamental, no âmbito das políticas de descentralização e democratização cultural que caracterizaram os programas para a cultura no final do século XX em Portugal. Esta dissertação pretende ser uma reflexão sobre a evolução das políticas culturais que favoreceram o desenvolvimento destas redes de equipamentos e as suas respetivas forças e limitações. Considerando o que é ou deve ser um teatro ou cineteatro municipal, esta análise procura identificar os desequilíbrios entre o pesado investimento na construção de infraestruturas e a dificuldade em estabelecer linhas orientadoras e condições logísticas e orçamentais para a gestão e programação destes equipamentos, não esquecendo as carências significativas nesta matéria até aos 1980 e tendo também em conta o impacto da recente conjuntura de crise económico-financeira no país. Olhando com especial atenção para as questões relacionadas com a programação, esta reflexão analisa ainda o surgimento de programas e redes de programação complementares à atividade dos equipamentos.

Created by governmental initiative in 1999, the National Network of Theatres [Rede Nacional de Teatros e Cineteatros] and the Municipal Network of Cultural Venues [Rede Municipal de Espaços Culturais] are two significant projects resulting from public policies aiming at cultural decentralisation and democratisation in Portugal in late 20th century. Based on these specific cases, this dissertation examines the evolution of the Portuguese cultural policies that favoured the development of networks, as well as their strengths and limitations. Furthermore, it draws from what should be the mission of a municipal theatre to identify imbalances between the heavy infrastructural investment and the lack of programming and managerial guidelines that characterised the aforementioned networks, while acknowledging the lasting structural deficiencies in the cultural sector until the 1980s and the recent financial hardship climate that the country faced since 2008. Lastly, this analysis focuses on how the appearance of different networks and collaborative programs seems to have come to complement the activities of many of these municipal venues.
