Este trabalho, que tem como objectivo a concepção de um Balanced Scorecard (BSC)
para uma organização empresarial na área da energia, procura dotar a organização com
uma ferramenta que lhe permita melhorar o seu desempenho, por via da sistematização,
de forma clara e acessível, das suas linhas estratégicas e dos objectivos que pretende
alcançar.
O ponto de partida é a abordagem teórica do tema, com ênfase na evolução e nos
conceitos associados ao BSC. Este instrumento, desenvolvido por Kaplan e Norton
(1992, 1996, 2000), difere de outros mais tradicionais por levar em linha de conta as
relações de causa-efeito entre os diferentes objectivos estratégicos, definidos para cada
uma das perspectivas consideradas, usando métricas financeiras e não-financeiras e
indicadores de curto e longo prazo para avaliar os resultados obtidos, tornando-o num
verdadeiro sistema de gestão estratégica.
Segue-se uma apresentação da organização e uma análise estratégica da mesma, da qual
decorre a definição da sua missão e dos seus valores fundamentais.
O BSC proposto é a nível corporativo, para que mais tarde seja possível avançar com o
desdobramento por empresa e departamento. Começa com a definição da visão e das
linhas estratégicas e passa por várias etapas, desde a formulação dos objectivos
estratégicos para cada perspectiva, até à definição das iniciativas que contribuem para o
alcance desses objectivos. São, entretanto, definidos os indicadores estratégicos e as
respectivas metas, bem como apresentado o mapa estratégico.
Por fim são apresentadas as conclusões, as principais limitações no desenvolvimento do
projecto e sugestões para trabalhos futuros.

This study aims to design a Balanced Scorecard (BSC) for a business organisation in the
area of energy, providing the organisation with a tool which allows the improvement of
its performance, through the systematization, in a clear and accessible way, of its
strategic lines and objectives.
The remainder of the study is organized as follows. The starting point focus the
theoretical approach, with emphasis on the BSC evolution and the concepts associated.
This tool, developed by Kaplan and Norton (1992, 1996, 2000), differs from others
indicated as more traditional, since it takes into account the cause-effect relationships
between the different strategic objectives (defined for each of the perspectives
considered) and uses financial and non-financial metrics and indicators of short and
long term to evaluate the results. Thus, BSC is considered a real strategic management
system.
The following presents the organisation and a strategic analysis of it, from which comes
the definition of its mission and its core values.
The BSC proposed is at the corporate level in order to proceed, later, with the dispersion
by company and department. It starts with the definition of the vision and of the
strategic guidelines, going through several stages: from the formulation of strategic
objectives for each perspective, to the definition of the initiatives that contribute to the
achievement of those objectives. Meanwhile, the strategic indicators and their targets
are defined, and the strategy map is presented.
Finally, the conclusions, the main limitations in developing the project and suggestions
for future works are presented.
