Análise de género em cargos de direção superior de 1º e 2º graus na administração pública Portuguesa: Uma análise por grau de escolaridade e género no período de 2016 a 2020

A entrada da mulher em um mercado de trabalho predominantemente masculino acarretou em
condições desiguais de trabalho em decorrência da falta de qualificação feminina. Contudo,
com a democratização do ensino, o género feminino teve a possibilidade de se qualificar para
disputar posições de trabalho em condições de igualdade com o género masculino. Entretanto,
mesmo com qualificação semelhante, a desigualdade de género continua presente na sociedade
contemporânea. Por esta razão e considerando a dimensão da Administração Pública enquanto
entidade empregadora em Portugal, pretendeu-se saber acerca da distribuição de géneros em
cargos de direção superior de 1º e 2º graus na Administração Central Portuguesa, no interregno
compreendido entre 2016 e 2020, frente ao nível de escolaridade. Para tanto, realizou-se uma
análise de dados consolidados pela DGAEP, em que foi possível constatar que, embora tenha
havido um crescente aumento da participação feminina, ainda existe desigualdade de género
nos cargos de direção superior. Entretanto, a análise da variável qualificação revelou que a
qualificação masculina a nível de mestrado e doutoramento somados é superior a qualificação
feminina.

The entry of women into a predominantly male labour market resulted in unequal working
conditions due to the lack of female qualification. However, with the female entry into
universities, the woman had the possibility of qualifying and compete for work positions on
equal conditions with the male gender. Nevertheless, even with similar qualification, gender
inequality is still present in contemporary society. For this reason and considering the
dimension of Public Administration as an employer in Portugal, this research intended to
understand the distribution of genders in leadership positions of 1st and 2nd degrees in the
Portuguese Central Administration, in the period between 2016 and 2020, and also the
education degree of each gender in those positions. Therefore, it was performed an analysis of
data consolidated by the DGAEP. That analysis enables the verification that, although there has
been a growing increase in female participation, there is still gender inequality in top
management positions. On the other hand, the analysis of the degree qualification revealed that
male qualification at master's and doctoral level combined is superior to female qualification
degree.
