O impacto da fiscalidade nas decisões de investimento imobiliário: o caso do mercado habitacional

A política fiscal é uma importante ferramenta para regular o mercado imobiliário. É um
instrumento que permite estabilizar o mercado tanto em cenários de aumento (boom
imobiliário) ou queda (depressão imobiliária), através da influência que exerce sobre as
decisões de investimento tanto do lado da oferta como da procura. A introdução de benefícios
fiscais para as operações imobiliárias de reabilitação urbana contribuiu para o aumento da
dinâmica imobiliária tanto no centro histórico das cidades, mas também nos outros bairros e
concelhos limítrofes, através do efeito de cascata.
No âmbito de uma decisão de investimento de uma empresa de promoção imobiliária, foi
efetuada uma análise comparativa entre um projeto de reabilitação no centro histórico de Lisboa
e outro de construção nova em Loures. Concluiu-se que o projeto de reabilitação é mais
rentável, e os benefícios fiscais existentes para estes projetos contribuem, no caso estudado,
para um aumento de 36% do resultado antes de impostos.
Verifica-se, assim, que os benefícios fiscais aprovados em Portugal para a reabilitação urbana
estimulam os investidores a desenvolver estes projetos, atraídos pela maior rentabilidade,
contribuindo para a renovação do parque habitacional dos centros históricos e sustentabilidade
ambiental.

Fiscal policy is an important tool to regulate the real estate market, allowing stabilizing the
market in scenarios of boom or depression, through the influence it has on investment decisions
both on the supply and demand side. The introduction of tax benefits for urban rehabilitation
has contributed to the increase in real estate dynamics, both in the historic center of the cities,
but also in other neighborhoods and neighboring municipalities, through the ripple effect.
As part of an investment decision by a real estate development company, a comparative analysis
was carried out between a rehabilitation project in the historic center of Lisbon and another one
of new construction in Loures. It was found that the rehabilitation project is more profitable,
and the existing tax benefits for these projects contribute, in this case, to an increase of 36% in
the result before taxes.
The existing tax benefits in Portugal for urban rehabilitation encourage investors to develop
these projects, attracted by greater profitability, contributing to the renovation of the housing
stock in historic centers and environmental sustainability.
