O principal objectivo deste Estudo de Caso consistiu em avaliar um modelo de Gestão de Benefícios de investimentos em sistemas de informação e tecnologias de informação (SI/TI), cuja utilização possa trazer contributos para as recentes abordagens de avaliação de investimentos e despesas em tecnologias de informação e comunicação (TIC) da Administração Pública (AP), nomeadamente ao nível da Medida 6 (M6), do Plano Global Estratégico Português (PGE). De forma a concretizar o objectivo proposto foram estudadas abordagens existentes na literatura sobre o tema de Gestão de Benefícios, sendo posteriormente apresentada em detalhe a abordagem de Cranfield School of Management (CSM) por revelar alinhamento à recente medida de avaliação de investimentos e despesas TIC. Posteriormente foi feita uma análise comparativa entre a abordagem teórica de Cranfield School of Management (CSM) e a Medida (M6). Feita a análise, procedeu-se a uma apreciação académica das vantagens da abordagem teórica face aos objectivos existentes na AP e propôs-se a introdução de determinados contributos para a M6. A recolha de dados foi feita através da análise documental e da realização de entrevistas semiestruturadas com apoio de um questionário. Com a realização deste trabalho conclui-se que apesar da M6 ter surgido como primeira metodologia da AP para avaliar os novos investimentos em SI/TI numa óptica de racionalização de custos, ela é uma ―fotografia‖ do investimento solicitado num determinado momento do tempo, prévio à sua implementação. Não existe por parte da AMA um acompanhamento durante a fase de implementação, fecho e entrada em produção do projecto, avaliando se o que foi implementado está de acordo com os objectivos estratégicos.

The main goal of this case study was to assess a benefits management model in information systems and technology (IS&T) whose implementation could contribute towards new approaches of evaluation of investments and costs in information and communications technologies (ICT) by the Public Administration (PA), namely Medida 6 (M6) of the Portuguese Global Strategic Plan (GSP). In order to achieve this goal we studied several approaches found in the literature about Benefits Management, with the Cranfield School of Management (CSM) being presented in detail as it goes in line with the recent measure of evaluation of investments and expenses in information and communications technologies (ICT). A comparative analysis between the theoretical approach of Cranfield School of Management (CSM) and Medida 6 (M6) was undertaken. Thereafter, we made a scholarly assessment of the advantages of the theoretical approach regarding the PA’s goals and proposed the implementation of several contributes to M6. The data were collected through documental analysis and semi-structured interviews with a questionnaire. With this study we concluded that although M6 has emerged as the first method for the PA to evaluate and control new investments in IS&T in order to rationalize costs, it is like a photograph of a given investment in a precise period of time, previous to its implementation. There is no follow-up from AMA during the implementation phase, ending and entry into production of the project, in order to evaluate if what has been implemented is in line with the strategic goals.
