Esta dissertação tem como objetivo caracterizar as condições de vida das famílias da comuna da Capupa, localizada no município do Cubal, em Benguela. Buscou compreender como o Programa de Fortalecimento de Proteção Social - KWENDA contribui para a diminuição da pobreza e da vulnerabilidade social dessas famílias, analisando as ações implementadas, os resultados obtidos e o seu impacto nas condições de vida dos agregados familiares beneficiados. Optou-se por um estudo de caso, com uma metodologia mista (quantitativa-qualitativa), apoiada na Teoria da Mudança (TdM). No plano substantivo, o estudo é informado pela exploração de estatísticas institucionais, relatórios, análise de leis, pesquisa de outras fontes documentais e, ainda, na análise de informação recolhida através de entrevistas semiestruturadas a informantes privilegiados, líderes locais e beneficiários diretos. Embora o programa KWENDA traga benefícios económicos imediatos para as famílias, a sua ação de capacitação é muito limitada e parece não ser sustentável. A análise realizada revela que as famílias desta comunidade enfrentam desafios significativos nas suas condições de vida, os quais são ainda agravados pela carência de serviços públicos (seja educativos, como de saúde ou de saneamento e energia) e infraestruturas básicas. Concluímos que as ações propostas pelo KWENDA, não obstante sua relevância, não oferecem uma resposta completa às necessidades da população. Atua como um paliativo, suavizando a sensação de abandono que a população sente em relação à falta de proteção do Estado. Essas propostas poderiam ser mais eficazes se fossem integradas a outras iniciativas, com foco na capacitação das comunidades.

This dissertation aims to characterise the living conditions of families in the Capupa commune, located in the municipality of Cubal, in Benguela. It sought to understand how the Social Protection Strengthening Programme - KWENDA - contributes to reducing the poverty and social vulnerability of these families, analysing the actions implemented, the results obtained and their impact on the living conditions of the beneficiary households. A case study was chosen, with a mixed methodology (quantitative-qualitative), based on the Theory of Change (ToC). On a substantive level, the study is informed by the exploration of institutional statistics, reports, analysis of laws, research into other documentary sources and also by the analysis of information gathered through semi-structured interviews with key informants, local leaders and direct beneficiaries. Although the KWENDA programme brings immediate economic benefits to families, its empowerment action is very limited and does not seem to be sustainable. The analysis carried out reveals that the families in this community face significant challenges in their living conditions, which are further exacerbated by the lack of public services (whether educational, health, sanitation or energy) and basic infrastructure. We conclude that the actions proposed by KWENDA, despite their relevance, do not offer a complete response to the population's needs. They act as a palliative, softening the sense of abandonment that the population feels in relation to the lack of protection from the state. These proposals could be more effective if they were integrated with other initiatives focussing on community empowerment.
