A cooperação comercial entre Angola e Portugal é uma questão muito antiga. Apesar de se tratar de uma questão com determinados aspetos positivos, este relacionamento acarreta um conjunto de fragilidades, debilidades e desvantagens que afetam a prossecução da política comercial de ambos os Países. No capítulo 1 efetuou-se o estudo sobre o Estado e a Administração, desde surgimento do Estado moderno até a implementação de reformas da Administração Pública, e verificou-se que esta reforma teve impactos sobre o funcionamento das entidades administrativas dos dois países. No capítulo 2 fez-se a análise do envolvimento dos Ministérios das Relações Exteriores de Angola e dos negócios estrangeiros de Portugal na prossecução da política comercial, e constatou-se que estas entidades cooperam com outros organismos de natureza comercial para a consolidação desta política, e portanto tornou-se fulcral a análise do aparelho burocrático destas instituições. Por último, o capítulo 3 ficou reservado ao estudo da relação comercial entre Angola e Portugal através da análise de documentos estatísticos, o que permitiu extrair um conjunto de ilações relativamente ao fundamento desta relação. Entre as conclusões extraídas, importa salientar que nos últimos anos a balança comercial luso-angolana tem-se revelado desequilibrada e favorável à Portugal.

The trade cooperation between Angola and Portugal it's a very old question. Although this is a question with certain positive aspects, this relationship entails a set of frailties, weaknesses and disadvantages that affect the pursuit of the commercial policy of both countries. In Chapter 1, a study was carried out on the State and Administration, from the emergence of the modern state to the implementation of reforms of the Public Administration, and it was verified that this reform had impacts on the functioning of the administrative entities of the two countries. In Chapter 2, the involvement of the Ministries of Foreign Affairs of Angola and Portugal in the pursuit of commercial policy was analyzed, and it was verified that these entities cooperate with other commercial organizations to consolidate this policy, it is essential to analyze the bureaucratic apparatus of these institutions. Finally, chapter 3 was reserved for the study of the commercial relationship between Angola and Portugal through the analysis of the statistical documents, which allowed to extract a set of inferences regarding the basis of this relation. Among the conclusions drawn, it should be noted that in recent years the Portuguese-Angolan trade balance has been unbalanced and favorable to Portugal.
