As crescentes exigências, ao nível da qualidade e segurança alimentar, bem como as actuais preocupações, em matéria de recursos naturais e do ambiente em geral, manifestadas pela sociedade, conduziram à adopção de métodos de produção sustentáveis que irão substituir os sistemas de produção intensiva lesivos do ambiente. Todas as orientações provenientes da União Europeia nesta matéria vão no sentido de incentivar os empresários agrícolas à implementação de um tipo de agricultura compatível não só com o respeito da protecção ambiental e da preservação do espaço natural mas, também, com a garantia da segurança fitossanitária, produzindo em conformidade com as regras agro ambientais. Esta dissertação aborda uma política comunitária, inserida na Política Agrícola Comum, nomeadamente as “Medidas Agro Ambientais”, a qual tem por objectivo e desafio principal a protecção ambiental do espaço rural e também a qualidade e a segurança alimentar dos produtos agrícolas. Estuda-se o comportamento dos agricultores perante as políticas inovadoras das Medidas Agro Ambientais, analisando o modelo implícito nestas medidas e o modo como os actores envolvidos se adaptaram às novas práticas. O vasto conjunto das Medidas Agro Ambientais foi aplicado a diferentes regiões do país mas, neste estudo, debruçamo-nos só sobre duas medidas, nomeadamente, a protecção e a produção integradas, na região Ribatejo Oeste, no espaço temporal de 1994 a 2006, precisamente o período que decorreu entre o segundo e o terceiro Quadro Comunitário de Apoio.

The increasing demands, at the level of food quality and safety, as well as the nowadays concerns, regarding the natural resources and the environment in general, shown by the society, led to the adoption of sustentable production methods that will substitute the intensitive production systems that damage the environment. All directions from EU, regarding these matters, aim at encouraging the agriculture entrepreneurs to implement a kind of agriculture compatible not just with the respect for the environment protection and the preservation of the natural space but, also, with the garanty of a phytosanity safety, producing according to the agroenvironmental rules. This dissertation approaches a community policy, that sits within the Common Agriculture Policy, namely the “Agro-environmental measures”, which main aim and principal challenge are to protect the environment of the rural area and also the food quality and safety of the agriculture products. We study the behaviour of the farmers in view of the innovatory policies of the “Agro-environmental measures”, analysing the model that is implicit in these measures and the way the envolved players adapted to the new trends. The vast set of “Agro-environmental measures” was applied to different regions of the country but, in this study, we look only into two of those measures, namely the integrated production and protection and just in the West Ribatejo region, from 1994 up to 2006, precisely the period that occurred between the second and the third Community Support Program.
