A temática trabalhada nesta dissertação é a Evolução do Pensamento Estratégico Cabo-verdiano, nos domínios da Política Externa e da Componente Militar de Defesa, cujo âmbito cronológico estende-se de 1975 ano em que Cabo Verde ascende à condição de Estado independente ao ano de 2007. Com o trabalho, almeja-se dar uma modesta contribuição na identificação das constantes e variáveis verificadas no Pensamento Estratégico Cabo-verdiano de 1975 a 2007 e sistematizar as várias contribuições nas áreas da Política Externa e da Componente Militar de Defesa respeitantes ao período considerado. Assim, a reflexão desenvolve-se numa perspectiva que vê as acções do Estado como sendo resultante de uma actuação que toma forma num quadro concertado e interactivo, assente na ideia do que os estrategistas chamam de Estratégia Integral, utilizando a terminologia da doutrina francesa, adoptada por Portugal e mais recentemente por Cabo Verde. Com base nas contribuições de autores que se têm debruçado sobre a teoria sistémica, procurou-se criar um modelo de análise, que permitisse o enquadramento teóricoconceptual dos diferentes momentos integradores da temática abordada. No final da dissertação, com recurso a documentação de natureza bibliográfica, documental e entrevistas efectuadas verificar da veracidade ou não das hipóteses levantadas, e assim, simultaneamente, responder à pergunta de partida. Também, três momentos estratégicos, com as respectivas dominantes são identificados.

The theme of this thesis is the "Evolution of Cape Verdian Strategic Thinking" in the areas of External Politics and the Military Component of Defense, whose chronological range extends from Cape Verde's independence in 1975 until 2007. The desire is to make a modest contribution to the identification of the constants and confirmed variables in Cape Verdian strategic thinking from 1975 to 2007 and to systemize the various contributions in the areas of the External Politics and Military Component for Defense relative to the period in question. In this manner the idea develops into a perspective that sees the actions of the State as being the result of an activity that takes shape in a modest and interactive framework, established with the idea that the strategists in charge of the overall policy using the wording from French doctrine, adopted by Portugal and more recently Cape Verde. A network of contributing authors who have relied on a systemic theory, attempted to create an analytical model that would permit the theoretical/conceptual framing of the different integrating events for the theme under discussion. On the completion of the thesis, with access to material of bibliographical and, documentary nature and interviews performed to verify the accuracy or not, of the hypotheses made and in this way simultaneously answer the initial question. Also three strategic moments, with their predominant points are identified.
