O ambiente geoestratégico alterou-se profundamente nas três últimas décadas. O fim da Guerra Fria, em 1991, e os atentados de 11 de setembro, em 2001, vieram alterar, definitivamente, o paradigma securitário internacional, agora pautado por um conjunto de «novas» ameaças e por um processo latente de confluência entre as seguranças interna e externa. Em Portugal, têm subsistido dúvidas quanto à possibilidade de articulação das instituições, políticas e ações nas áreas da segurança interna e da defesa nacional, subsistemas complementares de políticas públicas, que têm vindo a ser chamados a dar respostas a desafios securitários crescentemente comuns. Tendo por base o estudo das medidas de política adotadas pelos sucessivos governos portugueses quanto à coordenação e articulação entre forças militares e civis, a presente dissertação procura relevar as contingências na atuação das Forças Armadas no âmbito da segurança interna e das Forças e Serviços de Segurança em missões no exterior. Seguindo os pressupostos do institucionalismo histórico, das conjunturas críticas, da "path dependence" e da mudança institucional, bem como das abordagens da europeização e da «otanização», esta tese examina a forma como os processos e eventos temporais influenciaram a origem e a transformação das instituições que têm governado as relações políticas, as estratégias, as preferências, as restrições e as oportunidades de ação nas políticas de defesa e de segurança em Portugal, a longo termo. Permite, ainda, melhor compreender de que forma o Estado português e, relevantemente, as suas forças militares e policiais se adaptaram para dar respostas concertadas às ameaças à segurança nacional.

The geostrategic environment has changed profoundly in the last three decades. The end of the Cold War, in 1991, and the September 11 attacks, in 2001, have definitely changed the international security paradigm, now driven by a set of "new" threats and by a latent process of confluence between internal and external security. In Portugal, doubts have persisted as to the possibility of articulating the institutions, policies and actions in the areas of internal security and national defence, complementary subsystems of public policies, which have been called upon to provide responses to increasingly common security challenges. Based on the study of policy measures adopted by successive Portuguese governments regarding the coordination and articulation between military and civilian forces, this dissertation aims to highlight the contingencies in the performance of the Armed Forces in the field of internal security and of the Security Forces and Services in missions abroad. Along the premises of historical institutionalism, critical junctures, path dependence and institutional change, as well as Europeanization and “otanisation” approaches, this thesis examines how temporal processes and events influenced the origin and transformation of the institutions that have governed political relations, strategies, preferences, constraints and opportunities for action in defence and security policies in Portugal, in the long term. It also allows a better understanding of how the Portuguese State and, relevantly, its military and police forces have adapted to provide concerted responses to national security threats.
