A presente dissertação consiste num estudo comparativo dos sistemas de ensino superior português e belga, utilizando os modelos de funcionamento e financiamento dos respetivos países para a análise. O modelo de funcionamento diz respeito ao conjunto de políticas públicas adotadas para administrar o ensino superior, nomeadamente, as políticas públicas que definem os níveis de ensino, a forma de avaliação, mas também os programas que cada sistema promove no seu núcleo. Por outro lado, o modelo de financiamento representa o conjunto de políticas públicas utilizadas para gerir o financiamento das entidades responsáveis pelos sistemas de ensino superior. Deste modo, é conclusivo que os modelos de funcionamento belga e português são idênticos uma vez que se inserem no conjunto de países signatários do processo de Bolonha, e obviamente, seguiram a mesma tendência no que diz respeito à adoção de políticas públicas. No entanto, os modelos de financiamento dos dois países apresentam semelhanças, mas também diferenças. Assim, tendo em conta que Portugal e a Bélgica inserem-se em localizações geográficas idênticas e fazem parte integrante da cultura europeia, mas não são absolutamente idênticos no que toca aos seus sistemas de ensino superior, considera-se relevante e pertinente o tratamento deste tema, pelo que esta dissertação propõe uma comparação das políticas públicas adotadas pelos respetivos países, subdividindo-as em políticas públicas do modelo de funcionamento e de financiamento.

This dissertation consists of a comparative study between the Portuguese and Belgian higher education systems, using the operating and financing models of the respective countries for analysis. On the one hand, the operating model concerns the set of public policies adopted to administer higher education, namely, public policies that define the levels of education, the form of assessment and even the programs that each system promotes at its core. On the other hand, the financing model represents the set of public policies used to administer the financing of the entities responsible for the higher education systems. Thus, it is conclusive that the Belgian and Portuguese operating models are identical since they are part of the set of signatory countries of the Bologna process, and obviously they both followed the same trend about the adoption of public policies. However, the financing models of the two countries show similarities and differences. Therefore, considering that Portugal and Belgium are located in identical geographical areas and are an integral part of European culture, surprisingly their higher education systems don’t match. It is considered relevant and pertinent to deal with this topic, this dissertation offers a comparison with public policies adopted by the respective countries, subdividing them into public policies of the operating and financing model.
