GENERAL COUNCIL

The General Council is the body that defines the strategic development and supervision of Iscte.

The term of office of elected or appointed members is four years, except for students, whose term is two years. The General Council operates in accordance with its own regulations, approved by an absolute majority of its members.

External personalities of recognised merit

Suzana Toscano (Chair)

Holds a Law degree from the Faculty of Law of the University of Lisbon (1977) and completed the Advanced Management Programme (PADE) at AESE Business School (2005/06). She served as a Member of Parliament (2002–2005), Secretary of State for Public Administration (2002–2004), and advisor on Education and Youth to the President of the Republic (2006).

She was Chair of the Board of the regional natural gas distribution companies Beiragás and Duriensegás and Executive Director of AGN.

Alda Carvalho (Vice-Chair)

Graduated from ISCEF, Technical University of Lisbon, and completed several postgraduate programmes. She was President of Statistics Portugal (INE) from 2005 to 2017. She worked as an economist in several institutions, including the Planning Studies Centre of the Prime Minister's Office (1972), Mozambique's Directorate-General for Planning and Economic Integration (1973/74), and the Directorate-General for Trade (1975/82). She later held senior roles in national planning bodies (1986–2005). She also worked as a consultant for the World Bank (1994).

Ana Matos Pires

Graduated in Medicine from the Abel Salazar Institute of Biomedical Sciences, University of Porto (1988). She completed her specialist certification in Psychiatry in 1995. Since 2016, she has been a Senior Consultant Psychiatrist at the Baixo Alentejo Local Health Unit, where she also directs the Psychiatry Department. She chairs the Ethics Committee and serves as Regional Coordinator for Mental Health. She is also a member of the National Mental Health Council and various professional bodies.

Anabela Mota Ribeiro

Writer, journalist, cultural curator, and PhD candidate in Literary Studies. She has extensive experience in cultural journalism, having collaborated with Expresso, Público, Visão, and RTP2, where she hosted programmes such as Câmara Clara. She has moderated numerous debates and curated cultural programmes for institutions such as the Calouste Gulbenkian Foundation and the Lisbon Book Fair.

Carlos Pais Jorge

Currently, the President of the Executive Committee of Banco Português de Gestão (BPG) oversees the bank's operations. He has extensive experience in major financial institutions, including BES, Citibank, BPI, Santander, Barclays, and Banif Investment Bank, where he held senior executive roles.

Francisco Pedro Balsemão

CEO of Impresa Group, Portugal's largest media company, since 2016. He previously served as COO and a member of the Executive Committee. He holds a Law degree from NOVA University Lisbon and a Master's degree from the University of Oxford. He has completed executive programmes at leading international institutions.

José Manuel Tavares dos Reis

Holds a Law degree and a postgraduate qualification in Criminology. He worked in social reintegration and directed the Bela Vista Educational Centre. A former world kickboxing champion, he has also held leadership roles in sports governance. He currently serves on the board of the High Commission for Migration.

José Vítor Malheiros

Executive Director of the Portuguese Council for Health and Environment and a science communication consultant. With over 30 years of experience in journalism, he worked at Expresso and was a founding member of Público. He has been actively involved in science communication and public engagement initiatives.

Paula Castelão

Holds a degree in Sociology (NOVA University Lisbon) and a Master's in Organisational Behaviour (ISPA). She held senior HR roles at Philip Morris International and later at Longa Vida, S.A. She is currently HR Director at The Navigator Company.

Sérgio Sousa Pinto

Lawyer and former Member of Parliament with a long career in national and European politics. He served as Secretary-General of the Socialist Youth, as a Member of Parliament, and as a Member of the European Parliament. He currently works as a political commentator and columnist.

The rules of procedure of the General Council of ISCTE were updated after ten years, defining its mission, composition, and competencies. It includes 33 members, with internal and external representation, mandates, and rules for election, voting, and meetings. Key functions include strategic planning, budget approval, election of the Rector, and decision-making procedures, emphasising independence, transparency, and effective governance.
