Mobility curricular courses

Through Part I of the program, the objectives of explaining to students the meaning and scope of the administrative function and the indispensable character of Public Administration in its pursuit are fulfilled. Part II of the programme aims to teach students the main features of the legal-constitutional regime of the Portuguese Public Administration, in particular the constitutional principles that frame it. In the third part, it is intended that students obtain more practical knowledge, knowing how to apply the general principles and rules relating to the different phases of the general administrative procedure. In the last part, it is intended that students master the knowledge related to one of the main expressions of administrative activity: the administrative regulation.

Lectures introduce the subject offering an integrative and comprehensive view that allows students to acquire knowledge in the subjects taught and apply them critically. Following these more theoretical presentations, practical cases will be discussed, based mainly on the Jurisprudence of the Administrative Courts. Teaching, of a theoretical-practical nature, aims to transmit information, help the student to analyse it critically and to apply it to the resolution of practical issues close to those that he will solve when he graduates. In the interval between classes, students will carry out exercises to apply the knowledge acquired and will study legislative texts (in particular the Constitution of the Portuguese Republic and the Code of Administrative Procedure), doctrinal and jurisprudential, which allow them to complete the contents taught, through autonomous study activity.

Evaluation throughout the semester: Attendance at least 50% of classes. In this modality, the evaluation is done in three parts. Active participation in a class 5%. The second part consists of a group work on 5G/5GNR simulation scenarios with individual evaluation at the end of classes and the third part consists of a test. The grade of the group work with individual evaluation has a weight of 30%. The remaining 65% is obtained with the grade of the test. Minimum grade of 7.5 in the test.
Evaluation by exam: In this modality, the evaluation is made by the 1st exam (equals to Final written test) or 2nd exam with a minimum grade of 9.5 and a weight of 100% in the final grade.
If the student has taken both types of assessment, the final grade of the subject will be the better of the two.
There is a Special Exam in July (it requires authorization and registration) for the students that have not been successful, previously.

The grades for the projects will result from a practical assessment conducted during an oral presentation, on the dates indicated in the respective assignment. One of the projects will be submitted mid-semester, and the other during the last week of classes. Although the projects are developed in groups, the grade assigned to each student in the group will be individualized, based on their performance in the practical assessment for each project.

Assessment throughout the semester: class work + project + test
Class work: Although attendance is not counted in itself, it is essential that students attend classes regularly, where their knowledge of the project being developed by the group will be assessed. This grade is individual and will count for 20% of the final grade.
Project (group): The project is assessed by the first planning presentation (10%), the final presentation (10%), and the report (30%). If there is obvious asymmetry in participation in the work, members of the same group may receive different grades.
Test: The test is worth 30% of the final grade and will be taken in the first assessment period (those who are unable to take the test in that period for justified reasons may take it in the second period).

The special assessment consists of an individual project and a test, each worth 50% of the grade. The project must be agreed with the course coordinator in advance and handed in the week before the special exams period.
