Tendo em consideração o crescente entendimento e consciencialização pelas comunidades dos efeitos
catastróficos que o aquecimento global tem na espécie humana e restantes seres vivos, as alterações
climáticas e respetivos planos de combate e mitigação surgem como assunto de relevo na agenda
política nacional e global. O sucesso deste combate consubstanciado depende fortemente da eficiência
das medidas mitigadoras adotadas a nível nacional presentes nos programas, influenciada pela
atividade política dos partidos políticos domésticos. Esta dissertação pretende preencher uma lacuna
na literatura portuguesa neste campo do estudo da relevância das alterações climáticas para os
diferentes partidos políticos portugueses. Para tal, desenvolveu-se uma matriz com palavras-chave
relativas às alterações climáticas adaptadas à realidade portuguesa e contabilizou-se a frequência da
utilização destas palavras-chave nos diferentes programas políticos dos partidos portugueses com
pelos menos um deputado eleito nas eleições legislativas ocorridas entre 2015 e 2022. Os principais
resultados demonstram que os partidos de esquerda atribuem uma maior relevância às alterações
climáticas do que os partidos de direita, apesar dos últimos aparentarem ter incorporado a temática
nas suas agendas, ao longo dos anos. Segundamente, desde o Acordo de Paris em 2015, houve um
aumento da relevância em todos os partidos políticos portugueses à exceção do CDS-PP. Por fim, os
partidos verdes, não encabeçaram em nenhum ano a listagem dos partidos com maior frequência de
palavras-chave, indicando que dos partidos estudados, os partidos verdes não são os que atribuem
uma maior relevância às alterações climáticas. Os resultados coadunam, na sua maioria, com a
literatura e as hipóteses inicialmente colocadas. Novos estudos deverão aprofundar o tema da
investigação.

Considering the growing understanding and awareness by communities of the catastrophic effects that
global warming has on humankind and other living beings, climate change and respective combat and
mitigation plans emerge as a relevant issue on the national and global political agenda. The success of
this consubstantiated fight strongly depends on the efficiency of the mitigating measures adopted at
the national level present in the programs, influenced by the political activity of the domestic political
parties. This dissertation intends to fill a gap in the Portuguese literature in this field of studying the
relevance of climate change for the different Portuguese political parties. To this end, a matrix was
developed with keywords related to climate change adapted to the Portuguese reality and the
frequency of use of these keywords in the different political programs of Portuguese parties with at
least one deputy elected in the legislative elections that took place between 2015 and 2022 was
counted. The main results show that left-wing parties attribute greater relevance to climate change
than right-wing parties, although the latter appear to have incorporated the issue into their agendas
over the years. Second, since the Paris Agreement in 2015, there has been an increase in relevance in
all Portuguese political parties apart from CDS-PP. Finally, the green parties did not top the list of
parties with the highest frequency of keywords in any year, indicating that, of the parties studied, the
green parties are not the ones that attribute greater relevance to climate change. The results are in
line, for the most part, with the literature and the hypotheses initially raised. New studies should
deepen the investigation theme.
