O mar e os oceanos desempenham um papel crucial no bem-estar da humanidade, na medida
que contêm propriedades múltiplas que são elementares para a sobrevivência de todos os
seres vivos. No entanto, com os sucessivos avanços tecnológicos foram surgindo fenómenos
que estimularam o excesso de uso das suas potencialidades, colocando em causa a
sustentabilidade dos seus recursos. Partindo desta premissa, abordamos a temática da
“Economia Azul” que emerge como uma economia que agrega um conjunto de setores que
permite valorizar as riquezas do mar, de uma forma sustentável e equilibrada. Neste sentido,
esta dissertação através de uma metodologia que assenta na revisão de literatura da economia
do mar, pretende descortinar aspetos importantes sobre a “Economia Azul”, ou seja, vamos
aplicar o método de análise de conteúdo a um conjunto de obras de autores clássicos e de
alguns relatórios internacionais e nacionais com o objetivo de identificar a origem da
Economia Azul, bem como as oportunidades e desafios para o crescimento azul.

The sea and oceans play a crucial role in the well-being of humanity, in that they contain
multiple properties that are basic to the survival of all living beings. However, with successive
technological advances, phenomenon have stimulated the excessive use of its potential,
risking the sustainability of its resources. Based on this premise, we take up the theme of the
‘Blue Economy’, which emerges as an economy that combines an aggregate of sectors that
permit the capitalisation of the riches of the seas, in a sustainable and balanced way. Thus,
this dissertation, through a methodology that rests on the review of literature based on the
economy of the sea, aims to open up important aspects of the ‘Blue Economy’. In other
words, we shall apply the method of content analysis to a group of work by classical authors
and some international and national reports with the aim of identifying the origin of the ‘Blue
Economy’, as well as the opportunities and challenges for blue growth.
