The program is divided into two modules. In the first module, the role of institutions and ideas are studied and how they influence the behaviour of interests by distributing power in the process of implementation of development policies. It also analyses how institutions themselves result from how strategic interests play among themselves and discusses the interaction between institutions, ideas and interests. In the second module, the learning acquired is applied in the production of a Political Economy Analysis (PEA), a methodological tool that helps to understand why development problems persist and what can be done to make change happen.

The essential moment of the assessment is the preparation, by each student, of an individual essay: (a) the theme of the essay is chosen by each student and approved by the teacher, with a list of suggestions being included in the curricular unit's support materials; (b) the treatment of the topic must allow the comparison between alternative conceptualizations of modernity, as well as the application of the results of this comparison to the study of development; (c) the maximum essay length is 16,000 characters, including spaces, but not cover, index and bibliographic references.
The assessment of the submitted essay may be complemented by an oral exam.
Information about student participation in classes can be used by the teacher to increase the final grade by a maximum of two values. Alternatively, or in case of failure in the essay, a two-hour final exam. Taking the exam depends on prior registration.

1. Assessment throughout the semester: a) Group presentation (2 students) on one of the issues directly involving features of social change by regulation, civic advocacy or campaigning. The recommended issues are the key issues of sustainable development, such as health, the environment, risk, disasters and humanitarian issues. The presentation should (i) focus on the study of a specific case of spatial or temporal relevance, such as a recent campaign by an NGO in Portugal, or (ii) design a specific communication for a campaign, such as a future campaign for an NGO in the field of risk management. (40%)

b) Submission of a final piece of individual work demonstrating reflection and understanding of the topic of the presentation. It can be (i) a research and design-oriented, centered on the case study in the presentation, (ii) based on a literature review, with critical discussion of the case selected. In both options, the work should demonstrate progress in relation to the objectives and premises of the presentation. No more than 4000 words, including title and references (60%)

Given the specific nature of the course, the supervisor will define a customised work program to fit each student´s interests. The syllabus, overall, will address the following steps:

S8. Public presentation of the dissertation (viva).

After the dissertation´s submission, the student has to present and defend the dissertation in public. At the end of this session, the jury decides - based on the dissertation and on the performance of the student during the public presentation - the classification of the curricular unit Project.

Assessment throughout the semester:
Evaluation 1: Research question and literature review — Presentation (20 %) + written paper up to 1,500 words (10 %).
Evaluation 2: Methodology — Presentation (20 %) + written paper up to 1,500 words (10 %).
Evaluation 3: Dissertation pre-presentation — Presentation (25 %) + written paper up to 1,500 words (15 %).

The course cannot be completed via a standalone exam; it may only be passed through continuous assessment.
