Desde a recessão económica global de 2008 que a preocupação com a vulnerabilidade que os
jovens experienciam com os choques económicos tem aumentado. Para além da crise de 2008,
a crise de refugiados e mais recentemente a pandemia Covid-19 contribuíram de forma negativa
para o aumento do risco dos jovens NEET.
O principal objetivo desta dissertação é explorar a importância da articulação entre as
Políticas Ativas do Mercado de Trabalho e as Instituições Educativas para contribuir de forma
positiva para a diminuição do número de jovens NEET.
Através de uma análise descritiva e comparativa entre dois estudos de caso Portugal e
Países Baixos pretende-se avaliar através da análise do Sistema de Ensino, das Políticas
Ativas implementadas e das Articulações existentes entre estes dois tipos de instituições, de que
forma estas contribuem para a contenção e diminuição do número de jovens NEET em cada
país.
O estudo é de natureza descritiva e quantitativa, com base em dados secundários retirados
de bases de dados como o Eurostat; DATALABOR; Instituto do Emprego e Formação
Profissional, I.P; o site governamental Holandês rijksoverheid; e a base de dados CBS,
durante o período de 2019-2021.
A análise dos dados estatísticos permitiu corroborar a tese de que através da combinação
de um sistema de ensino dual e a aposta em Políticas Ativas de Mercado de Trabalho é possível
mitigar os efeitos negativos de crises económicas para os jovens e impedir que o número de
jovens NEET aumente.

Since the global economic recession of 2008, the concern about the vulnerability that young
people experience from economic shocks has increased. In addition to the 2008 crisis, the
refugee crisis, and more recently, the Covid-19 pandemic have contributed negatively to the
increased of risk of NEET youth.
The main objective of this dissertation is to explore the importance of the link between
Active Labor Market Policies and Educational Institutions and how it contributes positively to
the decrease in the number of NEET youth.
Through a descriptive and comparative analysis between two case studies - Portugal and
the Netherlands - it is intended to evaluate through the analysis of the Education System, the
Active Policies implemented and the Articulations existing between these two types of
institutions, how these contribute to the containment and decrease in the number of NEET youth
in each country.
The study is descriptive and quantitative in nature, based on secondary data taken from
databases such as Eurostat; DATALABOR; Institute of Employment and Vocational Training,
I.P; the Dutch government website - rijksoverheid; and the CBS database, during the period
2019-2021.
The analysis of the statistical data allowed to support the thesis that through the
combination of a dual education system and a focus on Active Labor Market Policies it is
possible to mitigate the negative effects of economic crises on young people and prevent the
number of NEET youth from increasing.
