A educação é um direito contemplado no Pacto Internacional dos Direitos Económicos, Sociais
e Culturais e na Constituição da República Portuguesa. É um meio de aprendizagem e de
formação dos indivíduos, que os capacita a fazer face a uma sociedade cada vez mais complexa
e competitiva.
Pretende-se, na primeira parte desta dissertação, estudar o sistema educativo e as inerentes
desigualdades, salientando dados estatísticos da situação educativa portuguesa e do
investimento do Estado neste setor, da evolução da educação em Portugal e da sua
obrigatoriedade, das iniciativas e apoios do Estado e das famílias e os seus recursos.
Na segunda parte, procura-se perceber o papel do assistente social em âmbito escolar e
na promoção do direito à educação. Esta serve de base à parte prática da dissertação, através de
entrevistas a assistentes sociais em escolas com programa TEIP (Territórios Educativos de
Intervenção Prioritária).

Education is a right contemplated in the International Covenant on Economic, Social and
Cultural Rights and in the Constituion of the Portuguese Republic. It´s a way of learning and
formation of individuals, that empower them to face a society increasingly complex and
competitive.
In the first part of this dissertation, it´s pretend to study the education system and its
inequalities, using estatistic data of portuguese educational situation and the State investiment
in this sector, the education development in Portugal and its obligatoriness, the State iniciatives
and support and the families and their resources.
In the second part, perceive the social worker role in the school environment and in the
promotion of right to education. This is the basis for the practical part of the dissertation,
through interviews with social workers in schools with TEIP program (Educational Territories
of Priority Intervention).
