Em Moçambique, a prática da avaliação de projectos sociais na sociedade civil é
recente. As organizações da Sociedade Civil desempenham um papel de interesse
público, por isso, tornam-se crescentes as exigências para que estas demonstrem
transparência e prestem contas à comunidade, aos parceiros, e principalmente aqueles que
financiam os seus projectos. Neste contexto, a avaliação assume actualmente um papel
fundamental como ferramenta de gestão e sustentabilidade destas entidades e como forma
de prestação de contas aos doadores. Esta dissertação tem como principal objectivo
conhecer com maior profundidade as práticas da avaliação de projectos sociais realizadas
pelas Organizações da Sociedade Civil com recursos advindos de diferentes doadores em
Moçambique. O estudo procurou analisar junto de um conjunto de organizações que
fazem avaliações, as estratégias e atitudes adoptadas perante o exercício da avaliação de
projectos sociais. Foram conduzidos três estudos de caso, considerando três Organizações
da Sociedade Civil nacionais, nomeadamente: KINDLIMUKA, MONASO e FDC –
Fundação para o Desenvolvimento da Comunidade. O estudo revela que o exercício da
avaliação de projectos sociais nas Organizações da Sociedade Civil em Moçambique,
ainda é incipiente. Contudo, foi possível verificar que as OSC’s têm adquirido
conhecimentos na área da avaliação de projectos. Esta serve, não só como forma de
prestar contas aos doadores, mas também como um instrumento para melhorar o seu
desempenho e o processo de gestão interna, além de ser utilizada como estratégia para
captação de recursos e divulgação do seu trabalho.

In Mozambique the practice of the evaluation of the social projects undertaken by the
civil society was recently introduced. The civil society organizations play a role of public
interest, therefore, it is turns important that they operate in a transparent manner and that
they respond to the community projects to which they were created to serve, to theirs
donors particularly and to those that have funded them. In this regard, the evaluation
actually plays an important role as it serves as a sustainable and management tool of
these entities. The purpose of this dissertation is to assess how the extent to which the
process of the evaluation of the social projects that are being funded by the different
source of donations have been undertaken by the civil society organizations in the
country. The data for this study was gathered from three national civil society
organizations and one international organization, namely; KINDLIMUKA, MONASO
and FDC. The study had attempted to draw inferences on what specific strategies and
attitudes towards the evaluation procedures of the social projects that have been
undertaken by a variety of civil society organizations in Mozambique. This study finds
that the practice on the evaluation of the social projects at the level of the civil society in
Mozambique, are still emergent. However, having shown that during the period of CSO
function, they have achieved some significant results on the area of project evaluation.
These organizations use the evaluation practice as a way of justifying to their respective
donors but also they perform evaluations as a tool for improving their performance of
their internal managerial system, in addition to use this as a tool for capacity building of their staff and for dissemination purposes of their service delivery and progress.
