Ao longo dos anos, são várias as questões que se levantam quanto à real importância do papel das autarquias relativamente ao desenvolvimento do local e à forma como o executam. A autarquia local está ou não mais próxima da população? E o Estado? Vamos procurar respostas para estas questões, ao longo da presente dissertação.
Neste contexto, iniciaremos com um percurso pela história do poder local em Portugal. A investigação incide, em particular, no município de Cascais. Especialmente saber qual o papel do Município de Cascais relativamente ao Estado e à sociedade civil? Representa o papel de “ponte”? Assume-se enquanto “fórum” conciliador? Tem vindo a expandir o seu potencial?
A proposta é que se procurem, e encontrem, respostas a estas questões. E outras que surjam durante o percurso.

Over the years we have been asking ourselves questions about the importance of authority and their role in the local development and their performance. Is the local authority closer to the people or not? What about the state? We will seek answers to these and eventually other questions throughout this dissertation.
We will begin with a tour of the history of the local governmental power in Portugal. The research focuses mainly in the county of Cascais, specifically concerning what’s the role of the local authority of Cascais in regards to state and civil society? Does it represent a “bridge” between both? Is it assumed as a "forum" conciliator? It the local authority expanding its potential?
The goal is to seek and find answers to these, as well as other questions which might arise during the course.
