A ameaça, seja qual for a sua classificação, encontra-se presente em toda a parte,
prestes a concretizar-se num evento com maior ou menor gravidade e dimensão, e com
determinada tipologia e localização. Compete às Organizações Internacionais e aos
Estados que as constituem, nomeadamente ao Estado Português, providenciar a
prevenção, reacção e recuperação dos referidos eventos.
Este trabalho tem como objectivo analisar a reacção internacional e nacional,
nomeadamente a defesa de Portugal face à ameaça tendo em conta os seus recursos
disponíveis. Visa igualmente analisar a sua organização e eficácia entre as entidades
intervenientes e a sua articulação; propondo-se a ensaiar soluções alternativas a
eventuais vulnerabilidades.

The threat, whatever its classification, is present everywhere, about to materialize
in an event with higher or lower severity and size, and with a certain type and location.
It is the responsibility of the International Organizations and its belonging States,
including the Portuguese State, to provide prevention, response and recovery of these
events.
This work aims to analyze the national and international reaction, including
Portugal’s defense, against the threat taking into account the available resources. It also
aims to analyze the organization and effectiveness between the entities involved and
their articulation; proposing to rehearse alternatives to possible vulnerabilities.
