Apesar do notável desenvolvimento à escala mundial, quer de volume transacionado, como de valor económico, desconhecia-se qual seria o impacto do mercado voluntário de carbono em Portugal, em particular o impacto do mercado voluntário de carbono florestal na realidade nacional e no setor florestal, apesar de apresentado como potenciador do aumento dos rendimentos dos proprietários florestais.
Este desenvolvimento mundial confirma-se pela existência de relatórios e estudos anuais amplamente divulgados na internet. No entanto, este trabalho vem concluir pela não existência em Portugal de qualquer informação pública sistematizada na internet.
Este desconhecimento total do estado da arte do mercado de carbono florestal em Portugal afeta a credibilidade, transparência e a confiança de toda a cadeia de valor, nomeadamente na administração pública, enquanto reguladora e gestora nacional do Protocolo de Quioto e dos fundos comunitários e nacionais para o sector florestal.
Torna-se, assim, importante e necessário que as políticas públicas que visam dinamizar o mercado de carbono florestal nacional, privilegiem o levantamento do estado atual, a elaboração de um manual de procedimentos para projetos florestais geradores de créditos de carbono adaptado a Portugal e a criação de um sistema de registo das compensações voluntárias corporativas. A promoção da gestão de carbono florestal, a implementação de projetos-piloto e uma reforma fundiária que melhoraria a estrutura da propriedade nacional, seriam importantes contributos para o mercado voluntário de carbono florestal, a par da existência de instrumentos financeiros de apoio direto.

Although having a remarkable worldwide development, both in traded volume, as in economic value, it wasn’t clear what would the impact of the voluntary carbon market be in Portugal, in particular, the impact of the voluntary forestry carbon market in the national forestry sector, even if being presented as a potential possibility to increase forestry holders’ revenues.
This worldwide development is mostly confirmed by the existence of annual reports and studies largely spread in the internet. However, the present paperwork comes to the conclusion that in Portugal there isn’t any structured public information in the internet.
This total unawareness of the forestry carbon market state of art in Portugal disturbs the credibility, transparency and trust of the all chain value, namely in the public administration sector which is the regulator and national manager of the Quioto’s protocol and of the EU and national funds for the forestry sector.
Concluding, it is extremely important to assure that the public policies which guarantee the dynamics of the national forestry carbon market consider as a priority the study of the concrete situation of this market, the elaboration of procedures’ guidelines for forestry projects generating carbon credits adapted to Portuguese reality and the creation of a registration system for voluntary corporate compensations. The promotion of forestry carbon management, the implementation of research projects, and a property reform that would enhance the structure of national property would be important contributes to the voluntary forestry carbon market, as much as direct finance instruments of support.
