A Saúde é central para o desenvolvimento socioeconómico, mas o fardo causado por incidência de doenças e o acesso desigual a tecnologias de saúde suscitam debate sobre a equidade no topo da agenda global. A literatura estabelece uma relação próxima entre Saúde, Investigação e Desenvolvimento, sendo a investigação em saúde central para a formulação de políticas informadas. Enquanto ator central do desenvolvimento humano e na investigação científica, a União Europeia (UE) assume um papel estratégico na Saúde Global.
Este estudo aborda um research gap específico, analisando a atuação da UE num grupo de países com laços históricos e culturais: os Países Africanos de Língua Oficial Portuguesa (PALOP). O objetivo principal é compreender como a UE, através do Horizonte Europa e do EDCTP (European Developing Countries Clinical Trials Partnership), influencia a investigação em saúde nestes países.
O trabalho propôs-se a mapear os programas e a produção científica dos PALOP para analisar a relação entre participação em projetos e a capacidade e impacto científico das instituições locais. A metodologia aplicada recorreu à análise de artigos científicos extraídos do Scopus, dados de programas de investigação europeus, combinada com a análise estatística para validar a correlação entre as variáveis em estudo.
O estudo contribui para a literatura ao mapear e analisar o impacto dos principais instrumentos da UE no fortalecimento da investigação em saúde em África, sublinhando a importância da cooperação equitativa e horizontal para promover a Saúde Global.

Health is central to socioeconomic development, but the disease burden, particularly in sub-Saharan Africa, and unequal access to health technologies raise the debate on equity at the top of the global agenda. Literature establishes a close relationship between Health, Research, and Development, with health research being central to informed policymaking. As a key player in human development and scientific research, the European Union (EU) plays a strategic role in global health.
This study addresses a specific research gap by analyzing the EU's actions in a group of countries with historical and cultural ties: the Portuguese-speaking African countries (PALOP). It aims to understand how the EU, through Horizon Europe and the European Developing Countries Clinical Trials Partnership (EDCTP), influences health research in these countries.
The investigation maps the programs and scientific output of the PALOP countries to analyze the relationship between participation in EU projects and the capacity, productivity, and scientific impact of local institutions. The methodology applied used the analysis of scientific articles extracted from Scopus, data from European research programs, combined with statistical analysis to validate the correlation between the variables.
The study contributes to the literature by mapping and analyzing the impact of key EU instruments in strengthening health research in Africa, highlighting the importance of equitable and horizontal cooperation in promoting Global Health.
