As organizações internacionais têm vindo a dar mais destaque à cultura enquanto dimensão
estratégica de desenvolvimento ao longo das décadas, devido à ascendência do cultural turn.
Assim, usando uma abordagem teórica construtivista, o principal objetivo desta dissertação é
entender como é que isto tem sido realizado com um foco na visão que as organizações
internacionais têm de cultura e desenvolvimento. O estudo de caso será a Organização de
Estados Ibero-Americanos (OEI) e o Programa de Cooperação Interinstitucional para as Rotas
e Itinerários Culturais Euro-Ibero-Americanos para entender como é que a visão da OEI é posta
em prática. Através da análise de conteúdo de documentos oficiais e de entrevistas
semiestruturadas, esta dissertação conclui que as organizações internacionais procuram apoiar
o cultural turn e o desenvolvimento sustentável, mas acabam por instrumentalizar a cultura
para atingir objetivos do modelo neoliberal.

International organizations have been giving increasing prominence to culture as a strategic
dimension of development over the decades, due to the rise of the cultural turn. Thus, using a
constructivist theoretical approach, the main goal of this dissertation is to understand how this
has been achieved, focusing on the vision that international organizations have of culture and
development. The case study will be the Organization of Ibero-American States (OEI) and the
Interinstitutional Cooperation Program for Euro-Ibero-American Cultural Routes and
Itineraries to understand how the vision of OEI is put into practice. Through content analysis
of official documents and semi-structured interviews, this dissertation concludes that
international organizations seek to support the cultural turn and sustainable development but
end up instrumentalizing culture to achieve the objectives of the neoliberal model.
