A presente dissertação consiste numa análise comparativa das alterações legislativas em matéria
laboral, no ordenamento jurídico português e angolano, visando o estudo dos regimes legislativos de
ambos os países e as implicações da pandemia COVID-19 nesta matéria, considerando que muitas das
decisões tiveram de ser tomadas em contrarrelógio face à rápida propagação do vírus a nível mundial
e a necessidade urgente de se conterem os contatos pessoais.
Para tal torna-se necessária a leitura e estudo de ambas as Constituições, Código do Direito de
Trabalho de Portugal e Lei Geral do Trabalho de Angola, assim como normativos avulsos com as
orientações dos governos.
De modo a assegurarmos uma melhor compreensão do trabalho, é imprescindível que inicialmente se
introduza, ainda que de forma breve e resumida, os aspetos gerais do regime do direito do trabalho
em Portugal e em Angola, pois só conhecendo a realidade pré pandemia, poderemos identificar as
alterações pós pandemia.

The present dissertation consists of a comparative analysis of the legislative changes in labor matters,
in the Portuguese and Angolan legal system, aiming at the study of the legislative regimes of both
countries and the implications of the COVID-19 pandemic in this matter, considering that many of the
decisions had to be taken against the clock considering the fast spread of the virus worldwide and the
urgent need to contain personal contacts.
For this, it is necessary to read and study both Constitutions, the Portuguese Labor Law Code and the
Angolan General Labor Law, as well as separate regulations with government guidelines.
To ensure a better understanding of the work, it is essential to initially introduce, albeit briefly, the
general aspects of the labor law regime in Portugal and Angola, since only by knowing the pre-
pandemic reality will we be able to identify post-pandemic changes.
