As questões sobre o sistema alimentar, agrícola e ambiental têm progressivamente sido manifestas
essenciais e urgentes, interligando-se entre si, fundamentalmente pela crescente preocupação
ecológica, progressivas e sistemáticas crises económicas, e pela mais recente crise pandémica e mais
próxima (geograficamente do território europeu) guerra na Ucrânia. As sementes são um elemento
basilar e fundamental na ligação entre a alimentação, a agricultura e o ecossistema. A sua diversidade
e livre circulação é essencial para a soberania, subsistência e segurança alimentar das populações. A
presente investigação faz uma reflexão sobre questões relacionadas com os bancos de sementes no
contexto português à luz do quadro económico, político e legislativo sobre sementes a nível
internacional e nacional, através de uma abordagem exploratória por métodos mistos. Para esse efeito
são escolhidos três casos de estudo, nomeadamente o Banco Português de Germoplasma Vegetal
(BPGV), o Banco de Sementes do Museu Nacional de História Natural e da Ciência (MUHNAC) e a
Associação Colher para Semear – Rede Portuguesa de Variedades Tradicionais (CPS).

The concerns related to the food, agricultural and environmental systems –which are all deeply
intertwined– have grown more urgent and essential due to the increased ecological risks, the
systematic economic crisis, the recent world-wide pandemic and the more alarming (within European
territory scope) warfare conflict in Ukraine. Seeds play a fundamental role in establishing the
connections between food, agriculture, and the ecosystem. Their diversity and free circulation are of
the utmost importance towards food security, sovereignty and the livelihoods of populations. This
research reflects upon issues related to Seed Banks through an economic, political, and legislative lens
within both the Portuguese and International context through an exploratory mixed methods
approach. For this purpose, three case studies have been chosen; namely the Portuguese Plant
Germplasm Bank (BPGV), the Seed Bank of the National Museum of Natural History and Science
(MUHNAC) and the Associação Colher para Semear – Portuguese Network of Traditional Varieties
(CPS).
